Decision Control runs deterministic policy — authority, concentration, cash, quote freshness, suitability drift.
CONTINUE, REVIEW, or PAUSE. CONTINUE is policy clearance only — never live execution.
Every evaluation emits reason codes, context hash, and an inspectable evidence record.

Validate AI-proposed buys and sells against mandate, concentration, and cash before any human confirms.
When mandate or market context changes, prior clearance is re-checked. Stale permissions do not silently continue.
Enforce delegated notional limits. Agents propose; they cannot authorise their own exceptions.
Wallet and subscription actions receive the same PAUSE / REVIEW / CONTINUE control surface with evidence.
